In a vibrant celebration of innovation, collaboration and community empowerment, the Pangasinan State University and the Department of Science and Technology (DOST) staged an awareness campaign dubbed ‘Panamaanta Caravan’ to further introduce the ‘Aligwas TBI’ program.

The DOST-PSU Aligwas TBI or Technology Business Incubator (TBI) program is a strategic collaboration that combines state resources with the university’s intellectual capital. ‘Aligwas’ on the other hand, is a local word meaning ‘progress’ or ‘advancement’ reflecting the TBI’s core mission while ‘Panamaanta’ is a Pangasinan term which means ‘to let people know.’

The program made a powerful mark on August 18, 2025 at the Bayambang Event Center, uniting 700 passionate innovators from Bayambang Polytechnic College.

PSU President Dr. Elbert M. Galas extended his sincerest gratitude to Honorable Mayor Niña Jose-Quiambao of Bayambang and Dr. Rafael Saygo, the president of Bayambang Polytechnic College, for warmly welcoming DOST-PSU ALIGWAS TBI into their community and for championing opportunities that uplift and empower.

“This event is more than a gathering — it is a spark for the future. A clear reminder that innovation begins with belief which grows stronger in the presence of support, education and community. It is a testament to what becomes possible when institutions, leaders and visionaries come together with a shared mission,” Dr. Galas stated.
Meanwhile, Vice President for Research, Extension and Innovation Dr. Razeale G. Resultay added that the TBI’s establishment was made possible by the Higher Education Institution Readiness for Innovation and Technopreneurship (HEIRIT) Program of the DOST-Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD).

In can be remembered that in September 2024, the Aligwas TBI received official funding under this program which highlighted PSU’s potential to foster innovation and contribute to the regional startup ecosystem, she added.

Moreover, Dr. Roseanne Jane C. Agustin-Cera, TBI Project Leader said the event has not only ignited entrepreneurial thinking and innovative action among attendees but has also opened their minds to the possibilities within the innovation ecosystem.

The Caravan was attended by speakers from PSU’s TBI core team that includes Dr. Gloria M. Ducut, Engr. Roy R. Flores and Dr. Christine Lourrine S. Tablatin.
