Pangasinan State University intensified its support to agricultural programs of the government through a partnership with the Philippine Coconut Authority (PCA) on the Massive Coconut Planting Program (MCPP).

The MCPP is a flagship initiative aligned with President Ferdinand Bongbong Marcos Jr.’s goal of planting 100 million coconut palms by 2028 under his administration’s agricultural revitalization agenda and fully supported by Agriculture Secretary Francisco “Kiko” Tiu Laurel Jr.

University President Dr. Elbert M. Galas joined other State Universities and Colleges (SUCs), Local Government Units (LGUs), farmer groups and Civil Society Organizations for the ceremonial signing of Memoranda of Agreement (MOA) held in Quezon City on October 22, 2025.

President Galas affirmed that PSU is honored and humbled to be continuously working with the PCA through various programs and projects.

“Coconuts play a huge role in supporting and sustaining communities, serving as invaluable sources of food, medicine and raw materials for tools, shelter and other basic necessities. As stipulated in the MOA, PSU will spearhead nurseries and provide technical support to the MCPP, ” Dr. Galas said.

PCA Administrator and CEO Dr. Dexter R. Buted framed the event as a “solemn, binding promise to plant, rehabilitate and nurture life,” and a shared commitment that will restore farms, empower coconut farmers, and sustain livelihood across generations.

Administrator Buted, who was PSU’s former university president, acknowledges the vital role of SUCs in replacing senile and damaged trees, expand productive areas and rejuvenate hope in the industry.

Partners also signed a Pledge of Commitment affirming unified support for the PCA in executing its national mandate.
President Galas was joined in the event by Campus Executive Director Dr. Oliver Caasi of the PSU Sta. Maria Campus, touted as the Agriculture Campus and Home of Top Caliber Agriculturists.

Accordingly, under the partnership agreement, the funds allocated by PCA will cover the procurement of materials and equipment, labor costs and other expenses necessary for establishing and maintaining the nursery as well as the delivery of seedlings.

PSU will ensure that the nurseries are strategically located near drop-off points to maintain the quality of the coconut seedlings.
