Signaling a progressive leap into the digital revolution, Pangasinan State University (PSU) officially unveiled the Hundred Islands National Park Management System (HINPMS) on February 18, 2026, at the Lucap Wharf in Alaminos City.
The digital platform, developed entirely by PSU researchers, drives the university to lead the regionโs digital transformation. It was funded by the Department of Science and Technology – Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD), with the City Government of Alaminos providing support to facilitate the systemโs deployment.
Speaking at the ceremony, ๐ฃ๐ฆ๐จ ๐ฃ๐ฟ๐ฒ๐๐ถ๐ฑ๐ฒ๐ป๐ ๐๐ฟ. ๐๐น๐ฏ๐ฒ๐ฟ๐ ๐ . ๐๐ฎ๐น๐ฎ๐ banked on the importance of embracing technological transformation in conservation and governance.
“To protect such a landscape is not only an environmental responsibility but a historical obligation, for within its shores reside both the narrative of our past and the promise of the future,” President Galas said.
This endeavor, attended by university officials, government partners and local stakeholders, is set to revolutionize environmental governance and sustainable tourism not only in Alaminos City, but is envisioned to be a catalyst for the entire Philippines. Its primary mission is to digitalize park operations, strengthen revenue accountability and train local personnel through practical, hands-on applications in data-driven decision-making.
Equipped with secure cloud infrastructure, real-time analytics and user-friendly interfaces, the platform is designed to develop scalable solutions for eco-tourism management and conservation monitoring.
The project, developed and technically implemented by PSUโs Dr. Paul Andrew Ro, Project Leader, Dr. Paulo V. Cenas, Dr. Kristen Bhing Salvio, Dr. Christine Lourraine Tablatin, Dr. Arnie Rie Tamayo, Dr. Rhenel Bernisca, Dr. Michael Acosta, Dr. Leo Gabriel Villanueva, Dr. Mark Denver Adora, Dr. Kathleen De Guzman (Phase 1), Dr. Jennifer Parrone and Dr. Bobby Roaring (Phase 2), is funded under DOST-PCIEERD’s Good Governance through Data Science and Decision Support Systems (GODDESS) initiative.
Gracing the launching ceremony were DOST Secretary Renato U. Solidum Jr., represented by Undersecretary Maridon O. Sahagun, alongside DOST Regional Director (Ilocos Region) Dr. Teresita A. Tabao, and Provincial Director Arnold C. Santos; Congressman Arthur F. Celeste of 1st District of Pangasinan, Hon. Arth Bryan C. Celeste, represented by Atty. Walter M. Macaiba, PSU Alaminos Campus Executive Director Dr. Liza L. Quimson, and Dr. Rhowel M. Dellosa ably representing the Vice President for Research, Extension, and Innovation, Dr. Razeale Resultay.
This inter-agency collaboration is a key component of the project’s success, ensuring that technological innovation responds to authentic local needs while advancing national development goals.
It was emphasized that investing in smart governance systems is a necessity for countries seeking to balance economic growth with ecological protection.
Digital platforms like HINPMS ensure digital resilience of a country’s tourism and environmental sectors by strengthening operational continuity, data security, and evidence-based policy-making. Such systems provide access to the most promising technologies of the future, the project stated.
Ongoing Phase 2 of the project envisions GPS tracking integration to elevate maritime safety, refine dispatch coordination, and generate geospatial intelligence for proactive conservation โ a continuation that is highly anticipated for its potential to further set a new benchmark for technology-driven environmental stewardship.

President Galas noted that the global shift toward data-driven governance reflects the realization that the potential of modern digital systems to enhance transparency, efficiency and sustainability has become indispensable for protected area management.
As President Galas concluded: “As we launch this management system, we launch a promise: that technology, inspired by wisdom and collective responsibility, can transform how we serve, how we protect our people and resources and how we lead our people.”
In essence, the HINPMS strikes a strong resolve to pursue innovation with accountability.
