Pangasinan State University strengthened its commitment to efficient and future-ready records management through an In-house training on the New Records Management Process and Inventory of Records and Archives for the Records Disposition Schedule held on February 19, 2026, at ASEANA Hall, Golden Lion Hotel.
The training gathered university record officers and personnel to enhance their knowledge and skills in managing institutional records, ensuring proper documentation, accountability and compliance with established standards.
In her welcome remarks, Vice President for Administration and Finance Management, Dr. Jeanilyn L. Villanueva, emphasized the vital role of records management in institutional governance.
“Records are more than documents; they are the memory of our organization. They tell the story of our past decisions, guide our present actions and shape accountability we owe to the future.” Dr. Villanueva shared.
Meanwhile, Dr. Julius Cesar O. Mamaril, the University Records Management Officer, discussed the challenges often experienced in filling important paper records and highlighted the advantages of an upgraded records management system, emphasizing the need for future-ready processes. He underscored the importance of proper control and organization of records, echoing the principle, “Control your records before it controls you.”
As the training progressed, the first resource speaker, Ms. Jennifer D. Cruz, provided a comprehensive overview of Republic Act No. 9470, also known as the National Archives of the Philippines Act, which governs the proper management, preservation and disposal of public records. She discussed the law’s key provisions, emphasizing the responsibility of government institutions to ensure the systematic creation, maintenance, and protection of records as part of transparent and accountable governance.
Ms. Cruz also introduced records disposal procedures using NAP Form 3 and explained the process of requesting authority to dispose of records, highlighting that disposal must follow legal standards and established retention schedules. She stressed that proper implementation of Republic Act No. 9470 supports efficient records keeping, protects valuable institutional information, and prevents the unauthorized destruction of public documents.
She further underscored the significance of proper records disposition in maintaining organized and reliable institutional archives that serve as references for policymaking, operations, and historical documentation.
“Proper records disposal is not about removing documents, but about managing information responsibly. Through systematic processes guided by existing laws and policies, we ensure that only valuable and necessary records are preserved for institutional integrity,” Ms. Cruz explained.
To further equip participants, Mr. Isaac Bernardo guided PSU record officers in completing the National Inventory of Records and facilitated hands-on workshops, enabling participants to apply the principles discussed during the sessions and enhance their competencies in records management practices.
“A well-prepared records inventory is essential in maintaining organized and accessible information. By understanding the proper procedures, record officers can help ensure accuracy, efficiency and compliance in managing institutional records.” Mr. Bernardo discussed.
The training reflects the University’s dedication to improving operational efficiency, strengthening records governance, and ensuring systematic preservation of institutional data.
