Pangasinan State University (PSU) took a significant step towards enhancing its service delivery with a comprehensive writeshop held on March 27, 2025, at the Audio-Visual Room of the PSU Lingayen Campus.
The event focused on the “Enhancement, Revisions, and Creation of New Processes of Various EOMS & QMS Documents,” aiming to optimize the university’s operational efficiency and responsiveness.
This initiative enjoys the strong support of ππ§π’π―ππ«π¬π’ππ² ππ«ππ¬π’πππ§π ππ₯πππ«π π. πππ₯ππ¬, whose deep-rooted commitment to continuous improvement and quality, stemming from his experience as former Director of the Quality Assurance Division, has been instrumental in driving this effort forward.
The activity was spearheaded by the Office of the Vice President for Quality Assurance, led by Dr. Celeste T. Mercado, and the Human Resource Management and Development Office, headed by Acting HRMD Officer Ms. Shiela Marie Malicdem.
The writeshop brought together key officials, directors and heads of identified frontline offices from across the university, along with their counterparts, who are the coordinators from the Binmaley Campus.
This collaborative effort underscored PSU’s commitment to streamlining processes and improving services for its students and stakeholders.
Participating offices represented a wide range of critical university functions, including:

2. Admission, Guidance, and Testing Office
3. Bookstore
4. Cashierβs Office
5. Human Resource Management and Development Office / Campus Administrative Office
6. Information and Communication Technology Management Office
7. Library Services
8. Registrarβs Office
9. Student Services and Alumni Affairs
10. Medical and Dental Services Office
11. Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP)
12. Statistics Center and Computing Sciences
13. Records Management Office
14. Supply Management Office
The intensive sessions focused on reviewing and revising existing processes, creating new procedures, and ensuring alignment with the ARTA (Anti-Red Tape Authority) Citizen’s Charter.
The aim was to develop clear, efficient and compliant documentation that would enhance the overall effectiveness of the university’s administrative operations.
“This writeshop is a testament to PSU’s dedication to continuous improvement and its commitment to providing exceptional service,” stated Dr. Celeste T. Mercado, Vice President for Quality Assurance.
“By engaging our frontline offices in this collaborative process, we are ensuring that our systems are not only compliant but also optimized for the benefit of our students and the wider community,” she added.
Meanwhile, Ms. Shiela Marie Malicdem, acting HRMD Officer said aligning PSU’s procedures with ISO standards and the ARTA Citizenβs Charter is not merely about meeting regulatory obligations but is also about ensuring that systems are well-structured, transparent, and responsive.

The writeshop was also attended by Dr. And Julie Rosal, the University Document Control Custodian; Mr. Charles Dustein Soriano, the Document Management In-Charge; and Mr. Jomer Trinidad, the ARTA focal person for the PSU Main Office.
The outcomes of the writeshop are expected to lead to tangible improvements in service delivery across all participating departments, contributing to a more efficient and responsive university environment.
PSU aims to implement the revised and new processes in the coming months, solidifying its position as a leading institution in the region.
