Pangasinan State University (PSU) welcomed officials from Northwest Samar State University (NwSSU) on February 19–20, 2026 for an Expert Coaching Session on the Finalization of the NwSSU Income Generating Projects (IGP) Manual cum Cross-Learning Activity, aimed at providing technical guidance, sharing best practices and strengthening institutional policies on income-generating initiatives.
This engagement stemmed from the Memorandum of Understanding (MOU) formally forged between PSU and NwSSU during the Ceremonial Signing held as part of the International Education Conference (IEC) 2024, where NwSSU delegates also took part in.
“We already have a draft of our IGP Manual, but we feel that we need the expert coaching, advice, and guidance from PSU. We are so happy that our dream of coming to PSU has materialized upon learning how great PSU is in various aspects, including IGP,” said Dr. Ivy B. Aligam, Head of the NwSSU Business Affairs Office, during the Statement of Purpose.
She further emphasized the collaborative nature of the engagement, stating, “Hopefully, this will not be a one-way approach—that we will only be needing your advice and expert coaching—but since this is a cross-learning activity, we can also share what we have in our own little ways.”
During the first day of the visit, PSU officials shared the university’s best practices and operational strategies in managing income-generating projects. Among the resource persons were Dr. Narciso F. Castro, Director of Production and Auxiliary Services, who discussed PSU’s IGP management systems and emphasized the features of the PSU IGP Manual, and Dr. Jerry L. Ceballos Jr., General Manager of the PSU Golden Lion Hotel, who presented insights on hospitality enterprise operations and best practices as part of PSU’s income-generating initiatives.
Meanwhile on the second day, the NwSSU delegation visited the PSU Bayambang Campus to benchmark key innovation and enterprise facilities. The delegates toured the Food Innovation Center (FIC) and the DOST–PSU Aligwas Technology Business Incubator (TBI) Center, where they gained insights into PSU’s initiatives in product development, entrepreneurship support and technology commercialization.
The visit was facilitated by Dr. Madlyn Tingco, Executive Director of the PSU Bayambang Campus; Ms. Monica B. Varilla, Professional Food Technologist; and Dr. Roseanne Jane C. Agustin-Cera, Project Leader of the DOST–PSU Aligwas Technology Business Incubator, who shared their expertise and highlighted the centers’ roles in fostering innovation, supporting startups, and advancing university-based enterprise development.
The NwSSU delegation was composed of Dr. Florabel C. Canaman, Director of the Auxiliary Services and Business Affairs Office; Dr. Ivy B. Aligam, Head of the Business Affairs Office; Mr. Rodolfo B. The two-day expert coaching and cross-learning activity strengthened institutional ties between PSU and NwSSU and reinforced their shared commitment to promoting innovation, sustainability and excellence in income-generating initiatives.
