Staying true to its mission of providing the best holistic environment for its most valuable asset- its Human Resources, Pangasinan State University (PSU) created the 3E People Program to strengthen its organizational workforce culture through excellent people management.

The 3E – Empower, Engage, and Excel Principles encompasses the conduct of integrated learning and development initiatives tailored to its employees’ competency needs.

University President Dr. Dexter R. Buted said the desire to create a culture of excellence and happiness at what people do, is what inspires and drives the management to engage in 3Es.
“This holistic human resource program realizes the University’s mission ‘to develop highly principled, morally upright, innovative, and globally competent individuals capable of meeting the needs of industry, public service, and civil society’ and make every PSUnian feel that they are vital in all operations of the university, no matter what their positions are,” Dr. Buted said.

Through its Human Resource Management and Development Office, Empower was introduced with the conduct of employee development courses for all its regular personnel across the nine campuses. These are categorized into modules: Leadership Management, Faculty Development, and Staff Development, where employees are required to complete their training and present significant output.

A health and well-being campaign launched Engage. This consists of a mixture of information on mental and emotional health wellness, approach on inter-faith, and facilities for physical fitness.

This reinforced positive wellness behaviors that built an ethical workplace and heightened employee engagement in the University.
Consequently, Excel ushered in the recognition of outstanding performance, innovative ideas, and exemplary behavior of all the employees.

All this impacts high job performance, increased customer satisfaction and created numerous innovations leading to the distinction of PSU with the highest level of national recognition for exemplary organizational performance and an international recognition for excellence in people management.

The 3E People Program proved the resiliency and commitment of the PSU workforce. Unhampered by the pandemic, the University has acted and formulated mitigation efforts to assist the government in its programs. It re-aligned its budget to address support for stakeholders and workforce who were affected by the crisis.
