Pangasinan State University, through the Human Resource Management and Development Office, convened a meeting on March 12, 2026, at the Audio-Visual Room of the Lingayen Campus, to advance the updating of the University’s Citizen’s Charter and discuss compliance recommendations from the Anti-Red Tape Authority (ARTA).

Aligned with the provisions of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, the initiative underscores PSU’s commitment to enhancing service delivery and ensuring efficient, transparent and client-centered processes across all campuses.

Guided by the leadership of Dr. Elbert Galas, University President, PSU continues to champion responsive governance and quality public service. His administration consistently promotes efficiency, accountability, and innovation, reinforcing PSU’s direction toward becoming a more service-driven and globally competitive institution.

Discussions, led by Mr. Jomer G. Trinidad, Administrative Officer II of HRMDO, focused on harmonizing service standards across campuses to ensure consistency, accuracy, and full compliance with ARTA Requirements. The activity also served as a platform for collaboration among offices in refining processes that directly impact stakeholders and the public. The meeting gathered ARTA focal persons, Citizen’s Charter custodians, and representatives from all campuses.
