The Pangasinan State University’s leadership adheres to the Filipino educational philosophy that education is geared towards better citizenship and livelihood and the United Nation’s declaration that EDUCATION IS FOR ALL giving ACCESS to quality education.

Special considerations are given to students with special needs such as room assignments that is accessible to students with physical disability. Priority seats are given to students who are far and near-sighted.

There is also a general policy and guidelines on the recruitment of students but no specific policies and guidelines for special student groups since students are treated equally. But the university provides assistance to students with special needs or physically handicapped and is given priority in scholarship and other services. Some facilities are designed to cater the needs of the students who are physically challenged. The institution provides educational opportunities for students with disabilities and special needs such as multi – cultural activities, financial assistance, stipends, cash incentives, and scholarships.

There are ramps for Persons with Special Needs or PWDs

For easy access and safety of those PWDs, ramps are installed in every building of the campus
and are given utmost priorities in all their transactions.
