Many of these students struggle with limited access to essential resources such as reliable internet connections, digital devices, and conducive learning environments.
This digital divide aggravates existing inequalities and hinders their ability to fully participate in their education. Pangasinan State University (PSU) made a significant step to bridge this gap by providing tools and support systems to ensure all students have the opportunity to succeed.
Initiatives such as distributing SIM cards with free cellular load, establishing internet hubs, and offering additional educational resources are vital in supporting marginalized students during these challenging times. PSU remain committed creating an inclusive educational environment where every student, regardless of their socioeconomic status, can achieve their academic goals. By working together with community leaders, stakeholders, and educational partners, we overcome these obstacles and empower all students to thrive in their studies.
As the global pandemic reshapes the educational landscape the Pangasinan State University never stop from bringing solution for the continuous excellence in the field of academe by availing the MSTEAMS to serve as the platforms for the distant learning. PSU Connect with barangays in Pangasinan to ensure that no student is left behind. One of the partnering Barangay is the Nibaliw Sur in Bautista, Pangasinan despite the challenges by COVID-19 the project is housed in the Conference Room of Brgy. Hall, providing students with cubicles and a reliable Wi-Fi connection to support their distance learning needs. The hub, was open to the students from September 19, 2020 to present, and became the beacon of hope for marginalized students from Pangasinan State University. Strict health protocols were imposed to ensure the safety of all users, reflecting the barangay’s commitment to both education and public health.

Distribution of SIM Cards to Support Flexible Learning at PSU-Bayambang Campus in response to a survey highlighting the challenges students faced with the onset of flexible learning, PSU-BC took decisive action on February 11, 2021, by distributing 394 SIM cards to students in need. Each SIM card included two months’ worth of free cellular load, forming part of a larger initiative that allocated 2,000 SIM cards across the nine campuses of the PSU system.
The distribution was led by Dr. Manolito C. Manuel, Vice President for Academic Affairs and Support Services, alongside Prof. Celeste T. Mercado, Director of Student Services and Alumni Affairs, and Ms. Je-Ann De Vera, Student Regent, at the T.N. Boquiren Convention Center on February 10. The SIM cards designated for PSU Bayambang were received by Dr. Liza L. Quimson, Prof. Amela T. Cayabyab, Dr. Ramil L. Dacal, Dr. Luzviminda Q. Ramos, and Dr. Cielo C. Fernandez, with Prof. Cayabyab spearheading their distribution to the students.
This initiative is a testament to PSU’s commitment to addressing the challenges of these trying times and ensuring that the needs of its students are met, showcasing the university’s proactive approach to problem-solving and stakeholder support.
