In its continuous pursuit of quality excellence and alignment with international standards, Pangasinan State University (PSU) successfully conducted a University-Wide Writeshop on the Creation of New Processes of Various EOMS and QMS Documents on May 15, 2025, at the Dr. Telesforo N. Boquiren Convention Hall, PSU Lingayen Campus.

The activity was spearheaded by the Office of the Vice President for Quality Assurance (OVPQA) and brought together various process owners from across the university system to collaborate on the enhancement and standardization of institutional documentation. The initiative directly supports PSU’s alignment with ISO 21001:2018 (Educational Organization Management System) and ISO 9001:2015 (Quality Management System).

Present during the activity were key university officials, including Vice President for Quality Assurance, Dr. Celeste T. Mercado, who welcomed the participants and emphasized the importance of harmonized, user-friendly, and audit-ready documentation. Also in attendance were Director for International Accreditation, Dr. Randy Joy M. Ventayen, who served as a technical mentor and resource speaker.

The event enjoyed the steadfast support of University President, Dr. Elbert M. Galas, who expressed his firm belief in and appreciation for the ongoing initiatives of the Quality Assurance Division. As in previous quality-related undertakings, Dr. Galas commended the dedication and full engagement of directors, heads, and center heads from the university’s various departments and units, emphasizing that collaborative efforts such as this writeshop are instrumental in ensuring the university’s sustained adherence to global quality standards and its commitment to continual improvement.

A major highlight of the program was the presentation of newly crafted and refined QMS and EOMS processes by selected unit heads and directors. These included:

– Dr. Cristie Marie Dalisay, Director, ETEEAP
– Dr. Lina T. Cancino, Head, Waste Management and Pollution Control
– Dr. Jerry L. Ceballos, Jr., General Manager, PSU Golden Lion Hotel
– Dr. Jennie B. Fernandez, Head, Research Ethics Board
– Engr. Hanz Ysmael S. Fronda, Head, Energy Efficiency and Conservation
– Mr. Kimber Jun Fernandez, representing Mr. John F. Quinto, Head, Vehicle Maintenance Services
– Dr. Jeff G. Pereyras, Director, Innovation Support Office

Also in attendance to show support and provide technical input were Prof. Livingstone Ramos, Head for Monitoring and Evaluation, Dr. Jesusa B. Sanchez, Head of International Extension Partnerships, and Dr. Teddy M. Fernandez, Center Head for Governance Policy and Human Welfare who provided process guidance during the workshop sessions.

The workshop was moderated by Mr. Charles Dustein E. Soriano, Document In-Charge under the OVPQA. In his statement of purpose, Soriano emphasized that ‘good documentation is both a skill and a behavior—it must be trained, mentored, and cultivated.’

A key technical session was led by Ms. Shiela Marie G. Malicdem, Acting HRMD Officer, who discussed the importance of using structured templates, concise language, and clearly defined document types (procedures, instructions, and forms) in creating intuitive and compliant QMS and EOMS manuals.

The event concluded with a message from Dr. And Julie D. Rosal, University Document Control Custodian and Head of the Sustainable Development and Futures Thinking Unit, who reminded participants that ‘we don’t just write manuals—we build institutional integrity through the words we choose, the formats we follow, and the clarity we uphold.’

This writeshop is one of the many steps PSU continues to take in cultivating a quality-driven culture and sustaining its momentum as the country’s pioneering university certified under both ISO 21001:2018 and ISO 9001:2015.
