As the first academic institution to be awarded both the PQA and EOMS certification, Pangasinan State University shared best practices on the said areas, October 23, 2025.

The university welcomed Pampanga State Agricultural University (PSAU) for a meeting of minds, benchmarking activity, on PSU’s venture toward Philippine Quality Award and Educational Organization Management System certification.
PSU President, Dr. Elbert M. Galas, said that quality mechanisms have become deeply embedded in the processes of the university’s offices.

“We share the value of quality and excellence, we tend to learn from each other’s best practices and that’s the core of innovation,” President Galas added.

PSU Vice President, Dr. Celeste T. Mercado led the benchmarking activity and accommodated the PSAU delegation along with PRIO Director, Ms. Venus May H. Sarmiento.

Talks on budget allocation, consultancy, accreditation processes and practical tips on the pursuit of PQA and EOMS were shared.

“We as QA team, would like to contribute to the mission of the university of quality and excellence. With this benchmarking, we will get to understand what to do,” PSAU Director, Mr. Dexter Andrews, said.

In recent years, these two quality mechanisms, PQA and EOMS, have been among the most benchmarked initiatives at PSU.

The university remains a national model as the first state university in the Philippines to be ISO 21001:2018 certified for its EOMS by an internationally recognized certifying body, and the first educational institution (public or private) to receive PQA Level 3 – Mastery in Quality Management.
