A total of 101 graduates from Pangasinan State University’s Open University Systems (OUS) joined over 7,000 new batch of alumni in this year’s commencement rites.

University President Dr. Elbert M. Galas lauded the graduates for pursuing advanced studies despite full-time jobs and long distances.

“My dear graduates of PSU-Open University Systems, the university desires nothing but to give you the best, we are fully committed to our mandate in providing quality and accessible education for all,” the University President added.
President Galas encouraged the graduates to embody a “glocal mindset”, marrying the best of the local and the global to thrive in their future careers.

Vice President for the Development Academy of the Philippines (DAP), Mr. June Arvin C. Gudoy, served as the guest speaker for this year’s OUS commencement exercises.

In his speech, Gudoy highlighted the pressing challenges faced by this generation worldwide, drawing from his experiences and observations while studying abroad as a scholar.

“And so I give you this challenge: extend your excellence beyond yourself. Bring it into service. I hope that as you soon step onto the stage to receive your academic awards and diplomas, you will also take on the responsibility to question, to lead, and to transform,” the DAP official said.
The graduation of the OUS batch concluded the 46th Commencement Exercises of the university, as the final cluster to march today, August 17, 2025.

Representing the OUS Batch 2025 graduates was Dr. Rachel P. Cabato, from the Doctor of Education major in Educational Management program, who delivered a message of gratitude.

“We navigated this complex academic path together. We shared late-night study sessions, collaborated on research, and supported each other through every challenge. Let’s use our knowledge to open doors for others and to build a more inclusive and accessible future for all learners,” Dr. Cabato said.

Pangasinan Governor Ramon “Mon-Mon” V. Guico III was represented by Hon. Maan L. Ferrer-Villegas, who also took part in the event.
University officials and campus executive directors, led by the Executive Director for OUS, Dr. Phillip Queroda, joined the celebration and congratulated the 27th batch of OUS graduates since its inception in 1998.
