The Out of School Youth, or OSY, refers to 14-21 year old youth who have not graduated from high school, have not received a high school equivalency diploma, and/or have not passed the high school equivalency examination.

The University President, Dr. Dexter R. Buted along with the Office of the Vice President for Research, Extension and Innovation headed by Dr. Paulo V. Cenas coordinated with the officials of Mapita in Aguilar through Prof. Francis Albert T. Agente, Director for Extension Services to convey the Free Education Program of Pangasinan State University for the Out of School Youth last December 21, 2020.

In a statement, Pres. Buted said PSU would open its door for the out-of-school youth aged 18 to 30 who would qualify for the Free Education Program.

“Hinahangad kong wala na sanang mga Out of School Youth pa sa bawat Barangay lalo pa’t meron na tayong Free Education Program sa ating mga pampublikong Pamantasan. Ang PSU ay bukas sa lahat ng mga Out of School Youth na nangnanais makapag-aral at nakakasigurado kayong, makakasumpong ng dekalidad na edukasyon ang bawat mag-aral,” said Pres. Dexter R. Buted.

Aside from conveying the Free Education Program, the good President together with the other officials in the spirit of Christmas, distributed loot bags to the locals, gift toys for the children and tablets to deserving students.
