Ensuring the consultative and participatory process in the revision of the general provisions of the Pangasinan State University Code, the management conducted a three-day public hearing for various sectors of the PSU community.

𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐋𝐞𝐠𝐚𝐥 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 𝐀𝐭𝐭𝐲. 𝐃𝐚𝐫𝐢𝐮𝐬 𝐃𝐞 𝐆𝐮𝐳𝐦𝐚𝐧, who chairs the University Review Committee, urged all participants to make the Code as a norm in guiding the actions towards the realization of the vision, mission, goals and objectives and that the management is open to all comments and suggestions.

“𝐿𝑒𝑡 𝑖𝑡 𝑏𝑒 𝑎𝑠𝑠𝑢𝑟𝑒𝑑 𝑡ℎ𝑎𝑡 𝑐𝑟𝑎𝑓𝑡𝑖𝑛𝑔 𝑖𝑠 𝑛𝑒𝑣𝑒𝑟 ℎ𝑎𝑟𝑠ℎ 𝑛𝑜𝑟 𝑚𝑒𝑎𝑛𝑡 𝑡𝑜 𝑏𝑒 𝑏𝑢𝑟𝑑𝑒𝑛𝑠𝑜𝑚𝑒.,
𝑏𝑢𝑡 𝑟𝑎𝑡ℎ𝑒𝑟 𝑝𝑟𝑜𝑚𝑜𝑡𝑒 ℎ𝑎𝑟𝑚𝑜𝑛𝑦 𝑖𝑛 𝑎𝑙𝑙 𝑑𝑒𝑎𝑙𝑖𝑛𝑔𝑠 𝑤𝑖𝑡ℎ𝑖𝑛 𝑡ℎ𝑒 𝑐𝑜𝑚𝑚𝑢𝑛𝑖𝑡𝑦,” Atty Darius said in his message on October 14, 2024 at the DTNB Convention Hall.

Stating the purpose of the activity, 𝐕𝐢𝐜𝐞 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐟𝐨𝐫 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐅𝐢𝐧𝐚𝐧𝐜𝐞 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐃𝐫. 𝐉𝐞𝐧𝐲𝐥𝐲𝐧 𝐕. 𝐎𝐛𝐨𝐳𝐚 acknowledged the efforts of the URC in coming up with the revisions for the code and encouraged the participation of everyone in the discussions and review.

“𝑇𝑜𝑑𝑎𝑦, 𝑤𝑒 𝑎𝑟𝑒 𝑖𝑛𝑑𝑒𝑒𝑑 𝑚𝑎𝑘𝑖𝑛𝑔 ℎ𝑖𝑠𝑡𝑜𝑟𝑦. 𝑌𝑜𝑢𝑟 𝑝𝑎𝑟𝑡𝑖𝑐𝑖𝑝𝑎𝑡𝑖𝑜𝑛 𝑖𝑠 𝑏𝑜𝑡ℎ 𝑣𝑎𝑙𝑢𝑎𝑏𝑙𝑒 𝑎𝑛𝑑 𝑒𝑠𝑠𝑒𝑛𝑡𝑖𝑎𝑙. 𝑇ℎ𝑒 𝑃𝑆𝑈 𝐶𝑜𝑑𝑒 𝑖𝑠 𝑛𝑜𝑡 𝑗𝑢𝑠𝑡 𝑎 𝑑𝑜𝑐𝑢𝑚𝑒𝑛𝑡. 𝐼𝑡 𝑖𝑠 𝑡ℎ𝑒 𝑓𝑜𝑢𝑛𝑑𝑎𝑡𝑖𝑜𝑛 𝑓𝑟𝑜𝑚 𝑤ℎ𝑖𝑐ℎ 𝑎𝑙𝑙 𝑜𝑡ℎ𝑒𝑟 𝑐𝑜𝑑𝑒𝑠, 𝑚𝑎𝑛𝑢𝑎𝑙𝑠 𝑎𝑛𝑑 𝑟𝑢𝑙𝑒𝑠 𝑎𝑟𝑒 𝑑𝑟𝑎𝑤𝑛. 𝐼𝑡 𝑒𝑛𝑠𝑢𝑟𝑒𝑠 𝑡ℎ𝑎𝑡 𝑤𝑒 ℎ𝑎𝑣𝑒 𝑐𝑙𝑒𝑎𝑟 𝑔𝑢𝑖𝑑𝑒𝑙𝑖𝑛𝑒𝑠 𝑓𝑜𝑟 𝑡𝑜𝑚𝑜𝑟𝑟𝑜𝑤,” the vice president quipped.

Dr. Oboza said the code was crafted in 1990 and had subsequent revisions in 2000 and 2001. As 23 years have passed, it is imperative that the Code be reviewed and revised to be both relevant and responsive to the modern landscape, she added.

The six part, 45-chapter draft PSU Code was presented by the University Review Committee in the hybrid public hearing for the physical and virtual attendees that included the Vice Presidents, University Directors, Campus Executive Directors, Executive Directors of SAS and OUS, Federated Faculty Association President, Federated Non-Teaching President and members of the University Review Committee.

For the first day, campus officials, faculty members and non-teaching staff of all campuses were the attendees. Day 2 included all students from the nine campuses on October 15 while the third day for stakeholders and partners agencies will be held on October 23.

In closing, 𝐕𝐢𝐜𝐞 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐃𝐫. 𝐈𝐚𝐧 𝐄𝐯𝐚𝐧𝐠𝐞𝐥𝐢𝐬𝐭𝐚, as represented by 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐋𝐞𝐢𝐳𝐞𝐥 𝐃𝐞𝐥 𝐂𝐚𝐬𝐭𝐢𝐥𝐥𝐨, said the revisions reflect the evolving needs of the university, enhancing governance, transparency and inclusivity.

𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐃𝐫. 𝐄𝐥𝐛𝐞𝐫𝐭 𝐌. 𝐆𝐚𝐥𝐚𝐬 lauds the move to revise the document so as to create a PSU code that serves everyone.
