Anchored on Pangasinan State University’s commitment to social responsibility, inclusive development, and community empowerment, the Communiversidad Outreach and Volunteer Program (COVP) serves as the University’s umbrella platform for all outreach and volunteer initiatives across its campuses. COVP brings together faculty, students, staff, alumni, and partners to deliver responsive, sustainable, and impact-driven extension services that address real-world community needs.
The Communiversidad Outreach and Volunteer Program (COVP) is Pangasinan State University’s umbrella program for all outreach and volunteer initiatives implemented across its campuses. Anchored on the University’s Vision, Mission, Core Values, and guiding philosophy, COVP brings together faculty, students, staff, partner agencies, and communities to deliver meaningful, responsive, and sustainable extension services.
COVP focuses on immediate intervention, preventive, and developmental services implemented either within the University or directly in partner communities. It recognizes people as agents of change and supports life long learning, empowerment, and community resilience through collaborative action.
At the core of COVP is the Extension Services Unit’s banner initiative, U-Connect: ICARE (Innovative Community Action for Research and Extension). U-Connect: ICARE strengthens the University–community nexus by integrating research-based knowledge, innovation, and volunteerism into concrete community actions. Through ICARE, extension programs are designed to be human-centric, evidence-based, and socially responsive, ensuring that academic expertise translates into meaningful and measurable community outcomes.
Guided by the principles of collaboration, empowerment, and sustainability, U-Connect: ICARE advances PSU’s extension thrusts in education, livelihood, health, environmental stewardship, financial literacy, and alignment with the Sustainable Development Goals (SDGs). As a cornerstone of COVP, it reinforces the University’s role not only as a center of learning, but as an active partner in nation-building—connecting knowledge to action and service to lasting impact.

The Communiversidad Outreach and Volunteer Program implements diverse extension initiatives aligned with sustainability, development, and social responsibility, including but not limited to:
Environmental Stewardship
Arbor Day with AREX, REI FRESHING, watershed rehabilitation, mangrove rehabilitation, and conservation initiatives.
Education and Literacy
E Pangarap Yan, Adopt a Sitio, Project Bataris, basic reading literacy and literary appreciation programs for underserved learners.
Health and Social Development
Reproductive health awareness, maternal health education, HIV and STD prevention, and community wellness activities.
Livelihood and Skills Development
Aquaculture practices, fisheries livelihood training, technology transfer, and capacity building programs.
Humanitarian and Volunteer Services
Tulong sa Pag ahon disaster response and relief missions, donation drives, and volunteer mobilization activities.
Youth and Volunteer Engagement
TatakBOLUNTIR, fun runs, volunteerism exhibits, and student led outreach initiatives.

Project ECO (Environmental Conservation Outreach)

Volunteers play a vital role in protecting the environment by actively leading reforestation drives, clean-up campaigns, and environmental education initiatives. Through reforestation efforts, they help restore degraded landscapes, improve biodiversity, and mitigate the effects of climate change by increasing green cover. Clean-up campaigns reduce pollution in coastal areas, rivers, and communities, protecting wildlife and improving public health. In addition, volunteers who conduct environmental education raise awareness about sustainable practices, empowering communities especially the youth to take responsibility for conserving natural resources. Donating Blood, Saving lives

This life-saving act ensures that patients have timely access to safe and adequate blood supplies, which is critical during medical emergencies, surgeries, childbirth, and the treatment of chronic illnesses. By encouraging regular blood donation, it helps maintain a stable blood inventory, preventing shortages that can put lives at risk. Moreover, it promotes health equity by ensuring that all patients regardless of socioeconomic status or location can receive the blood transfusions they need. Strengthening blood donation systems also enhances emergency preparedness, enabling healthcare facilities to respond quickly and effectively to disasters, accidents, and public health crises.. Literacy and Gift-giving Outreach for Underserved Children

Volunteers share the gift of reading and joy by actively engaging children in literacy activities such as storytelling, read-aloud sessions, and interactive learning games that help develop early reading skills and a love for books. These activities not only improve comprehension and vocabulary but also boost children’s confidence and curiosity for learning. By distributing basic school supplies—such as notebooks, pencils, and bags—volunteers help remove barriers to education for children from disadvantaged backgrounds. Tutoring learners and equipping them with essential school items allow volunteers to play a crucial role in bridging the education gap for marginalized students. Through one-on-one or small-group tutoring, volunteers provide personalized academic support that helps learners improve their understanding, build study skills, and regain confidence in their abilities. Supplying essential school items such as books, uniforms, and learning materials further removes financial barriers that often hinder regular school attendance and participation. LITERARY AND LITERACY APPRECIATION FOR THE BADJAO

Celebrating the rich culture of the Badjao community, this initiative highlights their unique traditions, stories, and way of life while creating meaningful opportunities for learning. By integrating culturally relevant materials and activities into reading programs, it fosters a love for reading that resonates with the children’s identity and lived experiences. The initiative also promotes inclusive access to learning by bringing educational resources directly to the community, addressing barriers such as poverty, mobility, and limited school access. Project Bataris Outreach, Reading Drill for Ibaloys

Targeted reading sessions for Ibaloy learners help strengthen foundational literacy skills such as phonics, comprehension, and vocabulary through age-appropriate and guided instruction. By using stories, examples, and learning materials that reflect Ibaloy culture, language, and traditions, these sessions create a meaningful learning experience that respects and honors indigenous identity and heritage. This culturally responsive approach encourages greater engagement and confidence among learners, making reading more relevant and enjoyable. Nurturing mental health through group counseling and psychoeducation, our volunteers create safe and supportive spaces where youth can openly express their thoughts, emotions, and challenges. These sessions help participants develop coping strategies, emotional awareness, and resilience, which are essential for managing stress, anxiety, and peer pressures. By empowering young people with knowledge about mental health and practical life skills, the initiative supports their academic focus, self-esteem, and interpersonal relationships.
