With the approval of the Pangasinan State University Student Handbook by the Board of Regent Resolution No. 106, series of 2015, all policies governing academic and non-academic rules shall be strictly implemented by all campuses. As such policy, the admission of students is very detrimental on the operation as they are one of the stakeholders of the University.

Admission, is one of the academic endeavor one student should pass through to qualify as one member of the community. Under Article 2, Section 1 (d) – General Policies, it expressly provides that “no student shall be denied admission to the University by reason of race, age, sex, socio-economic status, religious belief, political affiliation, conviction, or ideology.”

Since the adoption of this policy, PSU has continually mandated the promotion of quality education for all, ensuring that no qualified student is deprived of access to higher learning. The guiding principles embodied in BOR Resolution No. 106, s. 2015 served as one of the bases for the formulation and approval of BOR Resolution No. 24, series of 2022, which established the Admission Guidelines for Marginalized Students. In turn, BOR Resolution No. 106 further strengthens the implementation of BOR Resolution No. 24, s. 2022, reinforcing PSU’s steadfast commitment to inclusivity, equity, and social responsibility.

Building upon the 2015 policy, the 2022 resolution expanded the University’s commitment to inclusive education by institutionalizing specific admission provisions for persons with disabilities (PWDs), indigenous peoples (IPs), out-of-school youth (OSY), and solo parents—groups that often face barriers to accessing higher education.

Approved in 2022, the resolution introduced clear and compassionate guidelines designed to ensure that these marginalized sectors are given equitable consideration in the admission process. Among its salient provisions is the preferential admission of students belonging to marginalized groups, as well as the stipulation that all qualified applicants under these sectors are automatically admitted to the University, as stated in the proposed admission guidelines of the resolution. These applicants, however, must still comply with the regular admission and enrollment procedures required for both board and non-board programs.

As Pangasinan State University prepares for Admission for Academic Year 2024–2025, it reiterates the full implementation of BOR Resolution No. 24, s. 2022, affirming that the policy remains in effect and continues to guide the University’s inclusive admission practices. This enduring framework upholds PSU’s core values of excellence, service, and inclusiveness, ensuring that educational access remains open to all deserving individuals regardless of their social, cultural, or economic background.

Since its approval, the resolution has stood as a cornerstone of PSU’s continuing efforts to promote diversity, accessibility, and fairness in education. It provides mechanisms for accommodating applicants from marginalized backgrounds, ensuring that their unique circumstances are properly recognized and addressed during admission. The resolution also strengthens PSU’s adherence to national and international frameworks, such as the Magna Carta for Persons with Disabilities (Republic Act No. 7277), the Indigenous Peoples’ Rights Act of 1997 (Republic Act No. 8371), and the Solo Parents’ Welfare Act (Republic Act No. 11861), as well as the United Nations Sustainable Development Goals (SDG 4: Quality Education) and (SDG 10: Reduced Inequalities).

Through the continued implementation of BOR Resolution No. 24, s. 2022, Pangasinan State University reinforces its role as a transformative academic institution—one that upholds inclusivity as a core principle of its governance and instruction. By ensuring that no qualified learner is left behind, PSU continues to fulfill its vision of empowering individuals and communities through accessible, quality, and equitable education.
