PSU’s first ever PRIME (Promoting Region 1 through Multicultural Experience) Camp featured talks from national leaders on its second day, July 1, 2025.

Pangasinan State University President, Dr. Elbert M. Galas, said that the university has been pursuing international initiatives not only to bridge academic gaps but also to promote the rich culture of the province and the region, as a way of fulfilling its commitment to community responsiveness.

“It is a true manifestation of unity in diversity. We bring together various beliefs and multifaceted individuals to understand the value of unity and solidarity in promoting a just and peaceful humanity. This is the goal of the PRIME Camp,” President Galas added.

The said leadership and governance training was led by the former Provincial Governor of Isabela and also a recipient of the Ramon Magsaysay Award for Public Service, Hon. Maria Gracia Cielo “Grace” Padaca, and the supervising Volunteer Service Officer for Philippine National Volunteer Service Coordinating Agency (PNVSCA) Ms. Fely Baday.

Hon. Padaca gave a talk on the topic ‘Ethical Governance and Decision-Making.’ Padaca shared real-life scenarios that made the discussion engaging for PRIME campers and emphasized that governance should always be anchored in kindness and humility, with a strong conviction of integrity.

Meanwhile, Ms. Baday brought up discussion on ‘Volunteerism as a Catalyst for Transformational Leadership’ and put into details the impactful contribution of volunteerism to nation building. The PNVSCA Officer urged everyone that the world needs volunteers now more than ever, especially in light of the growing global conflicts.

PSU Vice President for Local and International Affairs, Dr. Ian D. Evangelista, the overall committee chair of the PRIME Camp 2025 shared the significance of humility, character and attitude in every community we belong.

The second day also captured team building activities, workshop and output presentation in the afternoon.

OVPLIA directors and facilitators Dr. Krigher C. Simbulan, Dr. Cirsteta C. Dulos, Dr. Jesusa B. Sanchez, Dr. Beverly Fernandez and the team led the said event.
