The tripartite was sealed though a Memorandum of Agreement signing on March 18, 2025 between and among PSU headed by ๐๐ง๐ข๐ฏ๐๐ซ๐ฌ๐ข๐ญ๐ฒ ๐๐ซ๐๐ฌ๐ข๐๐๐ง๐ญ ๐๐ซ ๐๐ฅ๐๐๐ซ๐ญ ๐. ๐๐๐ฅ๐๐ฌ, ๐๐๐๐ – ๐ ๐ข๐๐ฅ๐ ๐๐๐๐ข๐๐ ๐ led by ๐๐๐ ๐ข๐จ๐ง๐๐ฅ ๐๐ข๐ซ๐๐๐ญ๐จ๐ซ ๐๐๐ซ๐ข๐ ๐๐ง๐ ๐๐ฅ๐ ๐๐จ๐ฉ๐๐ฅ๐๐ง as represented by ๐๐ฌ๐ฌ๐ข๐ฌ๐ญ๐๐ง๐ญ ๐๐ ๐๐ง๐ง๐ข๐๐ฅ๐ฒ ๐ ๐๐ซ๐ซ๐๐ซ and the ๐๐จ๐๐๐ฅ ๐๐จ๐ฏ๐๐ซ๐ง๐ฆ๐๐ง๐ญ ๐๐ง๐ข๐ญ ๐จ๐ ๐๐ข๐ง๐ ๐๐ฒ๐๐ง headed by ๐๐๐ฒ๐จ๐ซ ๐๐๐จ๐ฉ๐จ๐ฅ๐๐จ ๐๐๐ญ๐๐จ๐ข๐ฅ.

The Tara, Basa! program, the reformatted educational assistance of the DSWD, establishes a learning ecosystem in which college students from state universities and colleges (SUCs) are trained and assigned as youth development workers (YDWs) to lead โnanay-tatayโ sessions and as tutors to teach underprivileged and struggling readers in public elementary schools. College students tapped by the program are provided with cash for work assistance of P500 per day for a 20-day cycle.
