The Pangasinan State University Management convened on Tuesday, January 6, 2026 for the finalization of rules with regards to the renewal and engagement of Job Order (JO) and Contract of Service (COS) employees.

University President Dr. Elbert M. Galas said the implementation of the Revised Organizational Structure and Staffing Standards (ROSS) is a must for SUCs hiring.

“The management is doing its best to give the deserving promotion and hiring for employees in accordance with DBM, CSC and COA rulings. Kung ano ang sinasaad ng batas, including the engagement with JOs and COS, yun ang susundin natin kaya we asked all of you to be here so we could listen to and abide by the rules and cascade them to our divisions and campuses properly,” Dr. Galas stated.

President Galas said PSU has recently opened non-teaching positions and additional 68 plantilla items for Instructor I and will soon be posting the vacancies for academic positions, he added.

Acting Human Resources Director Ms. Shiela Marie Malicdem presented the agenda as follows: overview of Joint Circular; key rules affecting COs and JO engagement; timelines and limitations and implications on University operations and staffing.
The meeting, held at the Golden Lion Hotel, was physically attended by all Vice Presidents, Executive Directors and University Officials.
