In line with the university’s application for the Certificate of Program Compliance (COPC) for its Master of Science in Fisheries (MS Fisheries) program, the Pangasinan State University (PSU), through its Open University Systems (OUS), successfully hosted an ocular evaluation visit by the Commission on Higher Education (CHED) at the PSU Golden Lion Hotel, March 25–26, 2025.
Key officials from CHED graced the event, which includes Dr. Maria Rowena R. Eguia and Dr. Catalino R. Dela Cruz of the CHED Technical Panel for Fisheries, Atty. Dessa U. Estrada (CHED RO1 Education Supervisor II), and Ms. May De-Mesa Zapanta of the CHED Office of Student Development and Programs (OSPD). The esteemed delegation was warmly welcomed at the Golden Lion Hotel by the PSU administration and staff led by University President Dr. Elbert M. Galas, Vice President for Quality Assurance Dr. Celeste T. Mercado, and OUS Executive Director Dr. Phillip G. Queroda.
As part of the comprehensive evaluation process, the CHED evaluators visited the MS Fisheries laboratory and facilities located at the PSU Binmaley Campus, which is proudly recognized as a CHED Center of Excellence in Fisheries. The site visit allowed the evaluators to assess the effectiveness of PSU’s facilities, instructional resources, and support systems significant to delivering graduate-level fisheries education.
Aside from the ocular evaluation, the event also featured a rigid Paper Evaluation, and Review of Evaluation Documents to verify the program’s compliance with CHED’s prescribed policies, standards, and guidelines.
The activity culminated in an Exit Conference today, March 26, where initial impressions and feedback were shared by the CHED panel.
Also present were key personnel whose active participation was instrumental in the successful conduct of the evaluation. These include the MS Fisheries faculty led by Program Adviser Dr. Jennie Fernandez; Mrs. Mary Ann Mangapot, University Librarian; Dr. Erna Salazar, Program Adviser of the MDM Program; Dr. Marie Claire Briones, Campus Executive Director of PSU Binmaley; Dr. Renato Salcedo, Campus Executive Director of PSU Lingayen; Dr. Rosario DL. Valencerina, Campus Executive Director – PSU Alaminos City Dr. Cristie Marie Dalisay, ETEEAP Director; and other OUS faculty and staff, headed by OUS Executive Director Queroda.
Led by President Galas, PSU remains committed to providing high-quality and globally competitive education. The CHED evaluation of the OUS marks an important step in enhancing the university’s graduate programs and reaffirming its position as a leader in fisheries education.
