𝐏𝐚𝐧𝐠𝐚𝐬𝐢𝐧𝐚𝐧 𝐒𝐭𝐚𝐭𝐞 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲, in partnership with the 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐒𝐨𝐜𝐢𝐚𝐥 𝐖𝐞𝐥𝐟𝐚𝐫𝐞 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐑𝐞𝐠𝐢𝐨𝐧 𝐈 and the 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐋𝐢𝐧𝐠𝐚𝐲𝐞𝐧, officially commenced the implementation of the 𝐓𝐚𝐫𝐚 𝐁𝐚𝐬𝐚 𝐓𝐮𝐭𝐨𝐫𝐢𝐧𝐠 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 (𝐓𝐁𝐓𝐏) that focuses on literacy for under privileged or at-risk children.
The tripartite was sealed though a Memorandum of Agreement signing on March 18, 2025 between and among PSU headed by 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐃𝐫 𝐄𝐥𝐛𝐞𝐫𝐭 𝐌. 𝐆𝐚𝐥𝐚𝐬, 𝐃𝐒𝐖𝐃 – 𝐅𝐢𝐞𝐥𝐝 𝐎𝐟𝐟𝐢𝐜𝐞 𝐈 led by 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐌𝐚𝐫𝐢𝐞 𝐀𝐧𝐠𝐞𝐥𝐚 𝐆𝐨𝐩𝐚𝐥𝐚𝐧 as represented by 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭 𝐑𝐃 𝐀𝐧𝐧𝐢𝐞𝐥𝐲 𝐅𝐞𝐫𝐫𝐞𝐫 and the 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐔𝐧𝐢𝐭 𝐨𝐟 𝐋𝐢𝐧𝐠𝐚𝐲𝐞𝐧 headed by 𝐌𝐚𝐲𝐨𝐫 𝐋𝐞𝐨𝐩𝐨𝐥𝐝𝐨 𝐁𝐚𝐭𝐚𝐨𝐢𝐥.
President Galas lauded the partnership as another milestone in the journey towards a stronger and more inclusive future for the children in the communities,

He added that PSU is committed to supporting the program, with the faculty, students and volunteers dedicating their time, skills and resources to ensure its success.
The activity was made possible through the support of the 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐨𝐟 𝐏𝐚𝐧𝐠𝐚𝐬𝐢𝐧𝐚𝐧 headed by 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐑𝐚𝐦𝐨𝐧 ‘𝐌𝐨𝐧-𝐌𝐨𝐧’ 𝐆𝐮𝐢𝐜𝐨 𝐈𝐈𝐈 as represented by 𝐀𝐭𝐭𝐲. The Tara, Basa! program, the reformatted educational assistance of the DSWD, establishes a learning ecosystem in which college students from state universities and colleges (SUCs) are trained and assigned as youth development workers (YDWs) to lead “nanay-tatay” sessions and as tutors to teach underprivileged and struggling readers in public elementary schools. College students tapped by the program are provided with cash for work assistance of P500 per day for a 20-day cycle.
