The 𝐏𝐚𝐧𝐠𝐚𝐬𝐢𝐧𝐚𝐧 𝐒𝐭𝐚𝐭𝐞 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 (𝐏𝐒𝐔) officially received its Certification for ISO 21001:2018, cementing its status as the ‘University of Firsts’ with its conferment being the first state university in the country to be accorded the certification by an internationally recognized and accredited certifying body.

The Awarding Ceremony for PSU Certification on 𝐈𝐒𝐎 𝟐𝟏𝟎𝟎𝟏: 𝟐𝟎𝟏𝟖 or the 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐎𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧𝐬 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐒𝐲𝐬𝐭𝐞𝐦𝐬 (𝐄𝐎𝐌𝐒) and the 𝐈𝐒𝐎 𝟗𝟎𝟎𝟏:𝟐𝟎𝟏𝟓 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐐𝐌𝐒) for both the Main Office and Lingayen Campus took place at the DTNB Convention Hall on Monday, April 14, 2025 attended physically by the TUV Rheinland-Philippines accreditors.

EOMS 21001:2018 serves as a guide for institutions that support the development of knowledge through teaching, learning research and to better address varied educational needs of learners as well as develop concrete actions for climate change mitigation and promote ethical standards in the academe.

𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐃𝐫. 𝐄𝐥𝐛𝐞𝐫𝐭 𝐌. 𝐆𝐚𝐥𝐚𝐬, said the conferment ceremony honors the spirit of innovation, collaboration and excellence that drives the institution forward.

“𝑀𝑎𝑛𝑎𝑔𝑒𝑚𝑒𝑛𝑡 𝑆𝑦𝑠𝑡𝑒𝑚 𝑤𝑎𝑠 𝑛𝑒𝑣𝑒𝑟 𝑗𝑢𝑠𝑡 𝑎 𝑡𝑜𝑜𝑙- 𝑖𝑡 𝑤𝑎𝑠 𝑎 𝑣𝑖𝑠𝑖𝑜𝑛. 𝐴 𝑣𝑖𝑠𝑖𝑜𝑛 𝑜𝑓 𝑠𝑡𝑟𝑒𝑎𝑚𝑙𝑖𝑛𝑒𝑑 𝑎𝑛𝑑 𝑒𝑓𝑓𝑖𝑐𝑖𝑒𝑛𝑡 𝑝𝑟𝑜𝑐𝑒𝑠𝑠 𝑑𝑒𝑙𝑖𝑣𝑒𝑟𝑦, 𝑒𝑚𝑝𝑜𝑤𝑒𝑟𝑒𝑑 𝑑𝑒𝑐𝑖𝑠𝑖𝑜𝑛-𝑚𝑎𝑘𝑖𝑛𝑔, 𝑒𝑛𝑣𝑖𝑟𝑜𝑛𝑚𝑒𝑛𝑡-𝑓𝑟𝑖𝑒𝑛𝑑𝑙𝑦 𝑔𝑜𝑣𝑒𝑟𝑛𝑎𝑛𝑐𝑒 𝑎𝑛𝑑 𝑎 𝑤𝑒𝑙𝑙-𝑐𝑜𝑛𝑛𝑒𝑐𝑡𝑒𝑑 𝑎𝑐𝑎𝑑𝑒𝑚𝑖𝑐 𝑐𝑜𝑚𝑚𝑢𝑛𝑖𝑡𝑦 𝑤𝑖𝑡ℎ 𝑖𝑡𝑠 𝑠𝑡𝑎𝑘𝑒ℎ𝑜𝑙𝑑𝑒𝑟𝑠. 𝑇ℎ𝑟𝑜𝑢𝑔ℎ 𝑜𝑢𝑟 𝑐𝑜𝑚𝑚𝑖𝑡𝑚𝑒𝑛𝑡 𝑎𝑛𝑑 ℎ𝑎𝑟𝑑 𝑤𝑜𝑟𝑘, 𝑡ℎ𝑎𝑡 𝑣𝑖𝑠𝑖𝑜𝑛 ℎ𝑎𝑠 𝑐𝑜𝑚𝑒 𝑡𝑜 𝑙𝑖𝑓𝑒,” President Galas said.

He went on to thank every educator, administrator and team member who made the journey possible saying their work may not always be visible, but its impact is immeasurable.

Consequently, PSU’s immediate past President 𝐃𝐫. 𝐃𝐞𝐱𝐭𝐞𝐫 𝐑. 𝐁𝐮𝐭𝐞𝐝, who started the implementation of quality management systems in the university eight years ago, physically attended the awarding ceremony and said, even with a new mandate given to him as administrator of the Philippine Coconut Authority, PSU will remain his home and PSUnians will remain his family.

“𝑊𝑒 𝑏𝑒𝑐𝑎𝑚𝑒 𝑜𝑛𝑒 𝑃𝑆𝑈. 𝑊𝑒 𝑏𝑢𝑖𝑙𝑡 𝑎 𝑢𝑛𝑖𝑣𝑒𝑟𝑠𝑖𝑡𝑦 𝑤ℎ𝑒𝑟𝑒 𝑡ℎ𝑒 𝑝𝑜𝑤𝑒𝑟 𝑜𝑓 𝑊𝐸 𝑝𝑟𝑒𝑣𝑎𝑖𝑙𝑒𝑑 𝑜𝑣𝑒𝑟 𝑡ℎ𝑒 𝑤𝑒𝑖𝑔ℎ𝑡 𝑜𝑓 𝐼. 𝑊𝑒 𝑡𝑜𝑟𝑒 𝑑𝑜𝑤𝑛 𝑡ℎ𝑒 𝑤𝑎𝑙𝑙𝑠 𝑜𝑓 𝑐𝑜𝑚𝑝𝑙𝑎𝑐𝑒𝑛𝑐𝑦, 𝑤𝑒 𝑏𝑟𝑜𝑘𝑒 𝑓𝑟𝑒𝑒 𝑓𝑟𝑜𝑚 𝑡ℎ𝑒 𝑠ℎ𝑎𝑑𝑜𝑤𝑠 𝑜𝑓 𝑚𝑒𝑑𝑖𝑜𝑐𝑟𝑖𝑡𝑦. 𝑊𝑒 𝑟𝑒𝑤𝑟𝑜𝑡𝑒 𝑡ℎ𝑒 𝑛𝑎𝑟𝑟𝑎𝑡𝑖𝑣𝑒 𝑓𝑟𝑜𝑚 𝑏𝑎𝑟𝑒 𝑚𝑖𝑛𝑖𝑚𝑢𝑚 𝑡𝑜 𝑎 𝑏𝑒𝑛𝑐ℎ𝑚𝑎𝑟𝑘 𝑜𝑓 𝑒𝑥𝑐𝑒𝑙𝑙𝑒𝑛𝑐𝑒. 𝐸𝑥𝑐𝑒𝑙𝑙𝑒𝑛𝑐𝑒 𝑑𝑖𝑑 𝑛𝑜𝑡 𝑒𝑥𝑖𝑠𝑡 𝑚𝑒𝑟𝑒𝑙𝑦 𝑎𝑠 𝑎 𝑣𝑖𝑠𝑖𝑜𝑛; 𝑖𝑡 𝑤𝑎𝑠 𝑎 𝑤𝑎𝑦 𝑜𝑓 𝑙𝑖𝑓𝑒. 𝐸𝑥𝑐𝑒𝑙𝑙𝑒𝑛𝑐𝑒 𝑤𝑎𝑠 𝑛𝑜 𝑙𝑜𝑛𝑔𝑒𝑟 𝑎𝑛 𝑜𝑝𝑡𝑖𝑜𝑛, 𝑏𝑢𝑡 𝑡ℎ𝑒 𝑠𝑡𝑎𝑛𝑑𝑎𝑟𝑑,” Dr. Buted remarked.

He also lauded President Galas for not only sustaining but elevating the gains that PSUnians have fought so hard to achieve.

Additionally, 𝐃𝐫. 𝐀𝐧𝐠𝐞𝐥𝐢𝐜𝐚 𝐅𝐫𝐚𝐠𝐢𝐧𝐚𝐥, PSU’s Consultant on quality management, in her video message, said she is thrilled to congratulate PSU as a coach mentor who have personally witnessed the focus and handwork that PSUnians placed in the journey.

“𝑌𝑜𝑢 ℎ𝑎𝑣𝑒 𝑚𝑎𝑑𝑒 𝑃𝑆𝑈 𝑎 𝑏𝑒𝑛𝑐ℎ𝑚𝑎𝑟𝑘 𝑓𝑜𝑟 𝑜𝑡ℎ𝑒𝑟 𝑖𝑛𝑠𝑡𝑖𝑡𝑢𝑡𝑖𝑜𝑛𝑠. 𝐼 𝑎𝑚 𝑒𝑥𝑐𝑖𝑡𝑒𝑑 𝑡𝑜 𝑠𝑒𝑒 𝑡ℎ𝑒 𝑠𝑖𝑔𝑛𝑖𝑓𝑖𝑐𝑎𝑛𝑡 𝑚𝑖𝑙𝑒𝑠𝑡𝑜𝑛𝑒𝑠 𝑡ℎ𝑎𝑡 𝑤𝑖𝑙𝑙 𝑢𝑛𝑑𝑜𝑢𝑏𝑡𝑒𝑑𝑙𝑦 ℎ𝑎𝑣𝑒 𝑡ℎ𝑒𝑖𝑟 𝑤𝑎𝑦 𝑓𝑜𝑟 𝑔𝑟𝑒𝑎𝑡𝑒𝑟 𝑎𝑐ℎ𝑖𝑒𝑣𝑒𝑚𝑒𝑛𝑡𝑠 𝑖𝑛 𝑡ℎ𝑒 𝑓𝑢𝑡𝑢𝑟𝑒,” she quipped.

As the highlight of awarding finally came, 𝐌𝐫. 𝐓𝐫𝐢𝐬𝐭𝐚𝐧 𝐀𝐫𝐰𝐞𝐧 𝐋𝐨𝐯𝐞𝐫𝐞𝐬, 𝐌𝐚𝐧𝐚𝐠𝐢𝐧𝐠 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐓𝐔𝐕 𝐑𝐡𝐞𝐢𝐧𝐥𝐚𝐧𝐝-𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬 said their role as a party is to practice impartiality and objectivity in their assessments.

“𝑃𝑎𝑛𝑔𝑎𝑠𝑖𝑛𝑎𝑛 𝑆𝑡𝑎𝑡𝑒 𝑈𝑛𝑖𝑣𝑒𝑟𝑠𝑖𝑡𝑦 ℎ𝑎𝑠 𝑐𝑜𝑚𝑝𝑙𝑖𝑒𝑑 𝑎𝑛𝑑 𝑤𝑒 𝑐𝑜𝑛𝑔𝑟𝑎𝑡𝑢𝑙𝑎𝑡𝑒 𝑎𝑙𝑙 𝑜𝑓 𝑦𝑜𝑢. 𝐸𝑂𝑀𝑆 𝑖𝑠 𝑏𝑒𝑛𝑒𝑓𝑖𝑐𝑖𝑎𝑙 𝑡𝑜 𝑜𝑟𝑔𝑎𝑛𝑖𝑧𝑎𝑡𝑖𝑜𝑛𝑠 𝑖𝑛 𝑡𝑒𝑟𝑚𝑠 𝑜𝑓 𝑐𝑢𝑠𝑡𝑜𝑚𝑒𝑟 𝑠𝑎𝑡𝑖𝑠𝑓𝑎𝑐𝑡𝑖𝑜𝑛, 𝑏𝑜𝑜𝑠𝑡𝑖𝑛𝑔 𝑒𝑚𝑝𝑙𝑜𝑦𝑒𝑒𝑠’ 𝑚𝑜𝑟𝑎𝑙𝑒, 𝑓𝑜𝑐𝑢𝑠𝑒𝑑 𝑙𝑒𝑎𝑟𝑛𝑖𝑛𝑔 𝑎𝑛𝑑 𝑝𝑢𝑡𝑡𝑖𝑛𝑔 𝑒𝑚𝑝ℎ𝑎𝑠𝑖𝑠 𝑜𝑛 𝑠𝑡𝑎𝑘𝑒ℎ𝑜𝑙𝑑𝑒𝑟 𝑖𝑛𝑣𝑜𝑙𝑣𝑒𝑚𝑒𝑛𝑡…𝑁𝑜 𝑞𝑢𝑎𝑙𝑖𝑡𝑦 𝑚𝑒𝑐ℎ𝑎𝑛𝑖𝑠𝑚 𝑖𝑛𝑖𝑡𝑖𝑎𝑡𝑖𝑣𝑒 𝑤𝑖𝑙𝑙 𝑏𝑒 𝑟𝑒𝑎𝑙𝑖𝑧𝑒𝑑 𝑤𝑖𝑡ℎ𝑜𝑢𝑡 𝑡𝑜𝑝 𝑚𝑎𝑛𝑎𝑔𝑒𝑚𝑒𝑛𝑡 𝑠𝑢𝑝𝑝𝑜𝑟𝑡 𝑎𝑛𝑑 𝑤𝑒 ℎ𝑎𝑣𝑒 𝑠𝑒𝑒𝑛 𝑡ℎ𝑎𝑡 𝑔𝑟𝑒𝑎𝑡 𝑠𝑢𝑝𝑝𝑜𝑟𝑡 𝑖𝑛 𝑃𝑆𝑈,” Mr. Loveres said.

He went on to remind that the journey towards excellence does not end there. The greater challenge, he added, is how PSU will maintain excellence and improve the services.

Meanwhile, 𝐃𝐫. 𝐂𝐞𝐥𝐞𝐬𝐭𝐞 𝐌𝐞𝐫𝐜𝐚𝐝𝐨, the current 𝐕𝐢𝐜𝐞 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐟𝐨𝐫 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 𝐀𝐬𝐬𝐮𝐫𝐚𝐧𝐜𝐞 who welcomed the participants said operational and management systems are something that an institution cannot live without and PSU has risen beyond the regulars while 𝐂𝐚𝐦𝐩𝐮𝐬 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐃𝐫. 𝐑𝐞𝐧𝐚𝐭𝐨 𝐒𝐚𝐥𝐜𝐞𝐝𝐨 𝐨𝐟 𝐋𝐢𝐧𝐠𝐚𝐲𝐞𝐧, in his closing remarks, said the awarding is a celebration of victory and unity as a result of the tireless commitment and deep belief in what the PSUnians can do together.

Part of the program was the awarding of certificates of appreciation to employees who played vital roles in the EOMS journey throughout the years.
