The Pangasinan State University has again showed support to inclusive and transparent leadership as it hosted the OGPinas advocacy campaign, October 17, 2025.
Open Government Pilipinas (OGPinas) or Philippine Open Government Partnership (PH-OGP) is created, anchored on Open Government Partnership (OGP), a global multi-stakeholder initiative that aims to make the governments more open, transparent, accountable and responsive to citizens, where Philippines is one of the founding nations in 2011.
The steering committee chair, 𝑫𝒆𝒑𝒂𝒓𝒕𝒎𝒆𝒏𝒕 𝒐𝒇 𝑩𝒖𝒅𝒈𝒆𝒕 𝒂𝒏𝒅 𝑴𝒂𝒏𝒂𝒈𝒆𝒎𝒆𝒏𝒕 (𝑫𝑩𝑴) 𝒍𝒆𝒅 𝒃𝒚 𝑺𝒆𝒄𝒓𝒆𝒕𝒂𝒓𝒚 𝑨𝒎𝒆𝒏𝒂𝒉 “𝑴𝒊𝒏𝒂” 𝑭. 𝑷𝒂𝒏𝒈𝒂𝒏𝒅𝒂𝒎𝒂𝒏, graced the occasion.
𝑷𝑺𝑼 𝑷𝒓𝒆𝒔𝒊𝒅𝒆𝒏𝒕, 𝑫𝒓. 𝑬𝒍𝒃𝒆𝒓𝒕 𝑴. 𝑮𝒂𝒍𝒂𝒔, along with university officials rubbed elbows and showed support to the national government initiative pinning point that Open Government movement resonates deeply with academic mission, to empower young people not only with intellectual competence but with the moral courage to question, to innovate and to uphold the public trust.

The University President even added that when access to information is coupled with integrity, it becomes a force that shapes policy, sustains democracy, and protects the common good.
Meanwhile, Sec. Pangandaman thanked PSU for hosting the event as a reflection of the university’s deep commitment to shaping not only excellent professionals but also responsible citizens who embody the spirit of solidarity, transparency and integrity.
According to the secretary, PH-OGP is one of the first Executive Orders to be institutionalized under the leadership of President Ferdinand R. Marcos Jr. with its mission and vision to promote partnership for civil society and transparent governance.

Former PSU President and now PCA Administrator Dr. Dexter R. Buted, DBM Undersecretaries Wilford Will L. Wong and Margaux Salcedo, DBM Regional Director Ria V. Bansigan, Asst. Dir. Ryan A. Milanes, and Atty. Jose Miguel B. Solis joined the caravan.
Dubbed as Empowering Local Impact. Celebrating Open Government. Bukas, Makulay, Makatao: Gobyernong Bukas sa Lahat with Region I Sub theme: From Access to Action: The Role of Youth in Ethical and Transparent Governance, the advocacy campaign was participated in by various HEI student publications in Region 1.
Present were Mariano Marcos State University, Don Mariano Marcos Memorial State University, University of Northern Philippines, Pangasinan Polytechnic College, Colegio San Jose de Alaminos, Bayambang Polytechnic College, Binalatongan Community College, Ilocos Sur Polytechnic State College, and student leaders and journalists from PSU Asingan, Alaminos, Bayambang, Binmaley, Infanta, Lingayen, San Carlos, Santa Maria and Urdaneta campuses.
OGPinas partners led talks on Ethical responsibilities of the youth in the age of open data and information sharing (Mr. Michael Ian Rabara of DICT RO1), The dangers of misinformation and disinformation: challenges for responsible youth participation (Chester Carlo M. Trinidad of PIA RO1), and Youth participation in strengthening transparency and accountability in governance (Sheridan Athena Y. Gajete of NYC).
