As the new year 2026 rolls out, PSU renews its relentless commitment to maintaining excellence through the conduct of 2025 Year-End Performance Review and Evaluation which runs from February 2-3, 2026 at PSU Golden Lion Hotel, Lingayen Pangasinan.
Geared towards assessing accomplishments and targets achieved throughout FY 2025, the first day of event commenced with a detailed presentation of the FY 2025 General Appropriations Act (GAA) Accomplishments vs Targets. It was revealed that actual accomplishments soared past targets prompting ๐จ๐ป๐ถ๐๐ฒ๐ฟ๐๐ถ๐๐ ๐ฃ๐ฟ๐ฒ๐๐ถ๐ฑ๐ฒ๐ป๐, ๐๐ฟ. ๐๐น๐ฏ๐ฒ๐ฟ๐ ๐ . ๐๐ฎ๐น๐ฎ๐ to express enthusiasm for the achievements and encourage everyone to build on the momentum.
Further, Vice President for Administration and Finance Management, Dr. Jeanilyn L. Villanueva, noted that the challenge is to maintain or surpass the targets underscoring that university budget depends on the realization of these targets contributory to the overall performance of the university.
The event gathered key stakeholders and university officials to reflect on these past achievements, hence, a headstart, towards setting the framework for the upcoming year, and effectively plan the operational goals for FY 2027.
Exchanges of quantitative and qualitative discussions on Key Performance Indicators (KPIs) among others, transpired in this first day ensuring alignment of resource allocation with the targets.
The event unfolds to its second day, February 3, with a new program including introduction of the new accomplishment templates system and finalization of the university annual operational plan for fiscal year 2027.

PSU Advances Strategic Planning with Digital Transformation
PSU successfully concluded the second day of its Fiscal Year 2027 Annual Operational Planning with the introduction of a transformative digital reporting system and the formal adoption of its comprehensive operational plan for the coming fiscal year.
This new web-based platform is designed to revolutionize accomplishment reporting across its multi-campus system. The system addresses long-standing challenges in manual reporting by providing real-time accomplishment tracking, automated consolidation of data from the nine campuses, integrated compliance features, and dashboard analytics enabling administrators to monitor target completion rates.
โThe UAPS system eliminates redundant reporting layers and ensures that accomplishment data flows seamlessly from department to campus to central administration,โ stated PSU President, Dr. Elbert M. Galas.
With UAPS implementation scheduled for rollout possibly in Q1 FY 2027, PSU positions itself at the forefront of digital governance among Philippine State Universities and Colleges.
FY 2027 Operational Plan Finalized
Following intensive deliberations, President Galas with the five vice presidents, and campus officials finalized the University Annual Operational Plan FY 2027 which features strategic alignment of priority programs with the universityโs strategic plan, budget responsive programming calibrated to the FY 2027 Genera Appropriations Act (GAA), clear performance indicators, and risk mitigation protocols addressing previous audit findings.
The finalized plan will be formally endorsed by the PSU Board of Regents for submission to the DBM and Commission on Higher Education.
The successful execution of the two-day event was made possible through the meticulous and efficient leadership of University Planning Office Director, Mr. Gregorio F. Delos Angeles, Jr.
