A new chapter of service began as newly hired and promoted personnel of Pangasinan State University formally took their oath during a ceremony held on March 16 at the Don Telesforo N. Boquiren Convention Hall of the Lingayen Campus.
A total of 135 personnel participated in the ceremony, composed of 100 teaching and 35 non-teaching staff. Among them were 12 promoted personnel, 77 temporary employees, and 46 permanent appointees.
The event marked not only the formal assumption of duties of the university’s newest and newly elevated workforce, but also the culmination of months of careful screening and preparation led by the Human Resource Management and Development Office (HRMDO).
Behind the milestone moment stood Dr. Sheila Marie G. Malicdem, Acting University Human Resource Management Officer, Recruitment, Selection and Placement (RSP) Unit Leader Ms. Teresita D. Mamaril, and the entire HRMDO team, whose work—from evaluating applications to facilitating appointments—helped ensure that the university welcomes competent and committed personnel aligned with its standards of service and excellence.
At the heart of the ceremony was the inspirational message and oath administration led by 𝗗𝗿. 𝗘𝗹𝗯𝗲𝗿𝘁 𝗠. 𝗚𝗮𝗹𝗮𝘀, 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁, who outlined three guiding values that should define every member of the PSU community: malasakit or genuine care for colleagues, loyalty to the institution and respect for everyone within the academic community.
In his message, President Galas emphasized that these values are essential as the university moves toward its vision of becoming a leading industry-driven state university in the ASEAN Region by 2030. In this regard, he reminded the new and promoted personnel that every employee shares the responsibility of helping position PSU for international accreditations, which serve as global barometers of excellence—particularly in demonstrating how knowledge gained in the university translates into practical and industry-relevant applications.
Moreover, he encouraged employees to remain flexible and adaptable in responding to evolving educational and industry demands, noting that the university’s growth requires individuals who are willing to innovate and adjust to new challenges.
Beyond professional competence, President Galas further highlighted the importance of cultivating a healthy and supportive work environment. He urged personnel to come to work with enthusiasm and excitement to see their colleagues each day, rather than carrying heavy hearts caused by workplace conflicts.
According to him, a culture grounded in camaraderie ultimately strengthens both the institution and the people who serve it.
Meanwhile, delivering the welcome message was Dr. Jeanilyn L. Villanueva, Vice President for Administration and Finance Management, who emphasized the importance of cultivating a workforce that embodies professionalism, accountability, and excellence in public service.
She also encouraged the newly hired and promoted personnel to take pride in maintaining high institutional standards, having undergone a rigorous recruitment and promotion process.
In the same vein, working in close coordination with Dr. Weenalei T. Fajardo, Vice President for Academics and Student Services, the university ensures that newly hired and promoted personnel meet the standards of a globally competitive PSUnian—one capable of contributing to the institution’s growing national and international reputation.
Also present during the ceremony was Mr. Michael Arquillano, President of the Non-Teaching Association, whose presence amplified the often silent yet indispensable role of the non-teaching workforce in the daily operations of the university.
While frequently working behind the scenes, non-teaching personnel provide the administrative, technical, and operational support that sustains the institution’s academic functions and ensures the smooth delivery of its programs and services.
Finally, the ceremony concluded with closing remarks from Dr. Sheila Marie G. Malicdem, who acknowledged the dedication of the HRMDO team in guiding the recruitment and promotion process and congratulated the newly hired and promoted personnel for reaching this far in their professional journey.
