Reaffirming its commitment to strengthening innovation, technology transfer, intellectual property management, and research commercialization initiatives, the Pangasinan State University (PSU) participated in the Knowledge and Technology Transfer Office – Intellectual Property Management Program for Academic and Research Institutions Commercializing Technologies (KTTO-IMPACT) NXT Presidents’ Forum and Kick-off Workshop held at the University of the Philippines Bonifacio Global City (UP BGC), May 07, 2026.

The KTTO-IMPACT Learning and Preparatory Program for Technology Transfer of Higher Education Institution Readiness for Innovation and Technopreneurship (HEIRIT) Universities is a national capacity-building initiative supported by the Department of Science and Technology – Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD).

The program aims to strengthen the capabilities of Knowledge and Technology Transfer Offices (KTTOs), Technology Business Incubators (TBIs), and innovation ecosystems of participating universities across the country.

Through the leadership of the University President 𝐃𝐫. 𝐄𝐥𝐛𝐞𝐫𝐭 𝐌. 𝐆𝐚𝐥𝐚𝐬, PSU actively advances the aforementioned initiatives aimed at generating meaningful and sustainable impact for communities and stakeholders.

“PSU does not rest on its laurels in advancing knowledge, research, and innovation. The university continuously empowers its faculty to engage in meaningful academic, research, and extension initiatives that contribute to nation-building and sustainable development. We also involve our faculty in various engagements and community-based programs that promote social responsibility, collaboration, and inclusive growth,” President Galas said.

Representing President Galas, the Vice President for Research, Extension, and Innovation 𝐃𝐫. 𝐑𝐚𝐳𝐞𝐚𝐥𝐞 𝐆. 𝐑𝐞𝐬𝐮𝐥𝐭𝐚𝐲 participated in the IMPACT NXT Presidents’ Forum, signifying the University’s strong institutional commitment to the goals of the program.

Also part of the PSU delegation were the University’s IMPACT NXT trainees: 𝐃𝐫. 𝐑𝐨𝐬𝐞𝐚𝐧𝐧𝐞 𝐉𝐚𝐧𝐞 𝐀𝐠𝐮𝐬𝐭𝐢𝐧-𝐂𝐞𝐫𝐚, project leader of the DOST-PSU Aligwas Technology Business Incubator; 𝐄𝐧𝐠𝐫. 𝐑𝐨𝐲 𝐑. 𝐅𝐥𝐨𝐫𝐞𝐬, project staff level 3 of the ASIN Center; and 𝐌𝐬. 𝐌𝐨𝐧𝐢𝐜𝐚 𝐌𝐚𝐲 𝐁. 𝐕𝐚𝐫𝐢𝐥𝐥𝐚, OIC-center head of the Food Innovation Center (FIC).

The IMPACT NXT Program, organized through the collaboration of DOST-PCIEERD, UP Technology Transfer and Business Development Office (UP TTBDO), UPSCALE Innovation Hub, and UP Siklab, serves as a national initiative aimed at strengthening institutional capacities in intellectual property management, technology transfer, innovation development, and commercialization readiness among Higher Education Institutions (HEIs).

The forum convened university presidents, vice presidents for research, KTTO representatives, innovation managers, startup enablers, and commercialization experts from across the country to discuss strategic directions, best practices, and collaborative approaches in strengthening innovation ecosystems within and among Philippine HEIs.

As one of the participating institutions under the DOST-PCIEERD (HEIRIT) initiative, PSU continues to strengthen its institutional efforts toward research utilization, innovation management and industry collaboration. The University’s participation in IMPACT NXT highlights its commitment to translating research outputs and emerging technologies into responsive solutions that contribute to community development, industry advancement, and national progress.

The workshop component of the program focused on Commercial Readiness Workflows and technology transfer strategies, equipping participating institutions with frameworks and tools for evaluating innovations based on desirability, feasibility, and viability (DFV). The sessions also provided insights on technology commercialization pathways, startup development, market validation, and industry engagement.

Driven by its commitment to excellence in research, extension, and innovation, PSU remains steadfast in building a dynamic and impact-driven innovation ecosystem that empowers researchers, faculty members, students and partners in creating transformative solutions for society.
