𝑻𝒉𝒆 𝑷𝒂𝒏𝒈𝒂𝒔𝒊𝒏𝒂𝒏 𝑺𝒕𝒂𝒕𝒆 𝑼𝒏𝒊𝒗𝒆𝒓𝒔𝒊𝒕𝒚, 𝒕𝒉𝒆 𝟏𝐬𝐭 𝑬𝒅𝒖𝒄𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑰𝒏𝒔𝒕𝒊𝒕𝒖𝒕𝒊𝒐𝒏 (𝒃𝒐𝒕𝒉 𝒊𝒏 𝒑𝒖𝒃𝒍𝒊𝒄 𝒂𝒏𝒅 𝒑𝒓𝒊𝒗𝒂𝒕𝒆) 𝒕𝒐 𝒓𝒆𝒄𝒆𝒊𝒗𝒆 𝑷𝑸𝑨 𝒍𝒆𝒗𝒆𝒍 3 𝑴𝒂𝒔𝒕𝒆𝒓𝒚 𝒊𝒏 𝑸𝒖𝒂𝒍𝒊𝒕𝒚 𝑴𝒂𝒏𝒂𝒈𝒆𝒎𝒆𝒏𝒕, shared its goals with other agencies for quality management.
A benchmarking activity dubbed “Meeting of Minds” was held on September 10, 2025, between Pangasinan State University (PSU) and Don Mariano Marcos Memorial State University (DMMMSU).
The PSU team, led by 𝑼𝒏𝒊𝒗𝒆𝒓𝒔𝒊𝒕𝒚 𝑷𝒓𝒆𝒔𝒊𝒅𝒆𝒏𝒕 𝑫𝒓. 𝑬𝒍𝒃𝒆𝒓𝒕 𝑴. 𝑮𝒂𝒍𝒂𝒔, welcomed the DMMMSU delegation to discuss best practices in their pursuit of the Philippine Quality Award (PQA).
President Galas, former Director and Vice President for Quality Assurance and a prime mover of quality mechanisms in the university, graced the activity by giving a refined walkthrough of PSU’s journey toward the award.
“Quality assurance must be seen, implemented and established in all offices of our systems. As we venture into various certifications, we will not have a hard time preparing documents as these are already embedded in the system,” President Galas said.
Officials from the Office of the Vice President for Quality Assurance (OVPQA), headed by VP Dr. Celeste T. Mercado, shared steps in the award application process. Clarifications on supporting documents to be prepared were among the key points of discussion.
OVPQA Directors Asst. Prof. William Cayetano and Prof. Randy Joy M. Ventayen also took part and led the presentation in the “Meeting of Minds.”
In his response, Dr. Emmanuel J. Songcuan, Director for Quality Assurance of DMMMSU-SLUC, expressed gratitude to PSU for its generosity in sharing best practices.
“We now understand better how things are put in place. Your systems and processes are worth emulating. Thank you, PSU,” Dr. Songcuan said.
Also present were Ms. Venus My. H. Sarmiento, Director for Public Relations and Information Office; and Mr. Charles Dustein Soriano, OVP-QA Document Management In-Charge. The activity was held at the PSU Golden Lion Hotel.
