The Pangasinan State University extends its greeting and salute to one of the institution’s pillars and ‘father’.

𝐇𝐚𝐩𝐩𝐲 𝐫𝐞𝐭𝐢𝐫𝐞𝐦𝐞𝐧𝐭 𝐭𝐨 𝐨𝐮𝐫 𝐕𝐢𝐜𝐞 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐟𝐨𝐫 𝐀𝐜𝐚𝐝𝐞𝐦𝐢𝐜 𝐚𝐧𝐝 𝐒𝐭𝐮𝐝𝐞𝐧𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬,
𝐃𝐑. 𝐌𝐀𝐍𝐎𝐋𝐈𝐓𝐎 𝐂𝐋𝐀𝐔𝐃𝐈𝐎 𝐌𝐀𝐍𝐔𝐄𝐋.

Dr. Manuel, who was born on December 18, 1962, started his career at PSU in July 1994 as a College Secretary at PSU San Carlos City Campus.

Rising from the ranks, Sir Tolits, fondly referred to as ‘John Lloyd ng PSU,’ served as OIC-IPDMO in year 2000 and as University Director for Student Services and Alumni Affairs in 2003. He wert on to become Curriculum Director and Dean of Bayambang Campus and Binmaley Campus in 2007 and 2008, respectively.

In PSU’s maiden organizational structure, Dr. Manuel became the Vice President for Support Services and Extension Training in 2016 and consequently became the VP for Academic Affairs in 2017 and VP for Quality Assurance in 2019.

Under the present structure, he was appointed as the VP for Academic Affairs and Support Services in 2020 and maintained that role as VP for Academic and Student Affairs (Services) until June 30, 2025.

Today, as PSU celebrates its 46th founding anniversary, he retires from this institution he so love, after 42 years of government service and sterling leadership.

He looks forward to have more quality time as husband to his wife, Michelle and father to their children, Maxine Angelie and Mariusz Angelo.

Sir Tolits, you did not just serve, you transformed!… and for that, the whole PSU community, headed by our University President, Dr. Elbert M. Galas, wishes you all the best in the next chapter of your life. Mahal po kayo ng PSU.❤️
