Standing before a packed assembly at Pangasinan State University, Urdaneta City Campus for this year’s President’s Hour, Dr. Elbert M. Galas shared a simple yet powerful creed: “Wherever you are, whatever is given to you, perform.

“A proud alumnus of PSU Urdaneta, Dr. Galas began his journey as a contractual instructor within the same university he now leads. Rising from the ground up, he carries a deep understanding of the hopes and challenges faced by both students and employees.

He credited the mentors who shaped his path, emphasizing that clear standards and disciplined execution are not limitations—but the foundation of excellence.

Under his leadership, PSU strengthened its quality assurance systems, cascaded across all campuses, and built a culture of continuous improvement that continues to earn international recognition.

Dr. Galas highlighted Urdaneta Campus’s growing distinction in teacher education—consistently producing board topnotchers—while its engineering program remains a longstanding powerhouse, together reinforcing PSU’s position as the Number 1 university in the region.

These gains, he noted, are supported by transparent, performance-driven budgeting and a firm commitment to responsible resource use. To students, he offered reassurance, “Leave all your worries to us. Your only role is to learn, study, and give pride to this university.”

The open forum that followed reflected his action-oriented approach wherein concerns were heard, logged, and referred to the appropriate channels for timely resolution.

During the session, Dr. Galas reported notable achievements and projects accomplished under his term proving his dedication to institutional advancement and student success.

Joining President Galas in addressing the crowd were Dr. Renato E. Salcedo, Campus Executive Director of PSU Urdaneta and Acting Vice President for Local and International Affairs, Dr. Celeste T. Mercado, Vice President for Quality Assurance, Dr. Shiela Marie Malidem, HRMDO Director, and Dr. Randy Joy Ventayen, Director for International Accreditation, all in sync towards university improvement.
