Re-affirming the steadfast commitment to sound governance, fiscal responsibility and strategic institutional advancement, the Pangasinan State University Management convened in full physical attendance on April 23, 2026 for the Second Quarter Administrative and Finance Council Meeting held at the Dr. Telesforo Boquiren Convention Hall.
ππ§π’π―ππ«π¬π’ππ² ππ«ππ¬π’πππ§π, ππ«. ππ₯πππ«π π. πππ₯ππ¬ presided over the 10 a.m. meeting, after a quorum was determined by Acting Board Secretary Dr. Ailene Batang, For starters, President Galas emphasized the critical role of administrative efficiency and financial stewardship in sustaining the Universityβs trajectory toward excellence and internationalization. He underscored the need for data-driven decision-making, transparency in resource allocation, and strengthened
accountability mechanisms across all units.
PSUβs five Vice Presidents – Dr. Razeale Resultay for Research, Extension and Innovation (OVPREI); Dr, Celeste T. Mercado for Quality Assurance (OVPQA), Dr. Weenalei T. Fajardo for Academic and Students Services (OVPASS); Dr. Jeanilyn L. Villanueva for Administration and Finance Management (OVPAFM) and Dr. Renato E. Salcedo for Local and International Affairs (who was on official travel to Los Banos and represented by Ms. Leizel Del Castillo), delivered their Divisionβs manifestation in the Council together with the project proposal proponents.
Proposals from the units highlighted ongoing initiatives and proposed measures to enhance efficiency and service delivery. The Council also deliberated on policy enhancements and strategic interventions aimed at optimizing internationalization agenda while spreading equal opportunities for all faculty members and students, as well as ensuring compliance with government regulations, auditing standards and Memo Circular 114 (Energy Conservation Protocols).
Approved proposals for every Division will be endorsed by the Council to the Board of Regents.
The 47-Voting Members of the Council include the President, Vice Presidents, Executive Directors of the Campuses, SAS and OUS, University Directors and University Officials.
