True enough, 𝑼𝒏𝒊𝒗𝒆𝒓𝒔𝒊𝒕𝒚 𝑷𝒓𝒆𝒔𝒊𝒅𝒆𝒏𝒕 𝑫𝒓. 𝑬𝒍𝒃𝒆𝒓𝒕 𝑴. 𝑮𝒂𝒍𝒂𝒔, PSU joined Commission on Audit (COA) officials for the three-day RA 12009 or New Government Procurement Act Caravan held on September 10–12, 2025.
In his welcome message, PEMG emphasized that for higher education institutions (HEIs), the caravan serves as a platform to clarify regulatory updates, standardize practices and address operational challenges faced by implementing units.
“The faithful application of this new law is indispensable. Procurement is more than just an administrative function; it directly influences our ability to deliver quality services and programs,” PEMG said.
Dr. Galas added that in the university context, compliance ensures that resources allocated for instruction, research, extension and production are safeguarded and maximized, allowing PSU to meet the needs of students and stakeholders without compromising integrity or standards.
The event with venue at the Dr. Telesforo N. Boquerin Convention Hall of PSU, was attended by COA Officials from Regions I to IV, the Cordillera Administrative Region (CAR), Bids and Awards Committee (BAC) members and secretariat, supervising auditors, and audit team leaders.
COA Regional Director Olympia P. Balugay and Assistant Regional Director Atty. Robert V. Ocampo thanked the university for its consistent partnership in the agency’s endeavors. Ocampo also highlighted PSU’s generosity in hosting major events such as the caravan.
Department of Budget and Management (DBM) Secretary and Government Procurement Policy Board (GPPB) Chairperson Amenah F. Pangandaman also expressed her support for the caravan.
In stipulation, the Implementing Rules and Regulations, hereinafter called the IRR, is issued pursuant to Section 112 of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act,” for the purpose of prescribing the necessary rules and regulations for the procurement activities of the Government of the Philippines (GoP), in accordance with the state policies and principles declared under the Act.
In addition, IRR is formulated to assist Procuring Entities in the conduct of procurement planning up to contract implementation to facilitate government procurement and delivery of public service.
University Accountant Mr. Rennie Martinez and PSU Audit Team Leader Atty. Gretchen L. Escaño were likewise present at the caravan.
